SMS Spam?

Got this SMS a few days back.

"Dear Suvidha Customer. Congratulations. You are now eligible for a Citibank Personal Loan of Rs.100000. Interested? Reply YES to this great offer now" from +919845202484

I am subscribed to the Citibank's CitiAlert Service which alerts me on my account information. But does registering to such a service automatically gives priviliege to Citibank to send me such SMS. Isnt this spam?

Citibank Privacy Promise says
We will limit the collection and use of customer information to the minimum we require to deliver superior service to our customers, which includes advising our customers about our products, services and other opportunities, and to administer our business.
and also
We will tell customers in plain language initially, and at least once annually, how they may remove their names from marketing lists. At any time, customers can contact us to remove their names from such lists.

Not sure if i should report this. Or working in night shifts turning me paranoid?
